Pivoting vs. Persistence

I hear and read lots of people saying that if an idea isn't working, you should pivot or discard it. I also hear stories of people being persistent and ultimately making an idea happen, something like making an insane amount of cold calls. Does anybody have advice/examples on how to balance these 2 opposing ideas when building?
