This is the measurement scope problem at scale. Comments reveal which problem actually exists and who feels the pain. Views measure reach, but comments measure signal - the difference between broadcast and conversation.
At team level: Sales measures pipeline volume, Eng measures velocity, Product measures retention. Each locally rational. But the comments? Those are where you see if anyone actually has the problem you're solving. Same principle - measurement quality tells you what's real vs what's theater.
