How do you outsource work?

I'm currently working on an on-demand outsourcing platform that connects startups with agencies around the world. Members of these agencies can be hired for very specific tasks on a flexible basis.

I have some questions about online outsourcing for the Indie Hackers community:

• Do you outsource marketing, design or software development work? If yes, how do you do it? E.g. use freelancer platforms, work with agencies, find freelancers on social media, post job listings, etc.
• How do you think freelancer platforms like UpWork, Fiverr and Freelancer.com can be improved? What features or benefits are you missing?
• Would you use a platform where you could hire vetted agency employees on a flexible, on-demand basis? For a flat hourly fee, these agency employees would work on specific marketing and design tasks that they are specialized in. There would be various pricing options based on the type of work and the employee's expert level.
